The Beggar King

Their leader squatted on an old bushel of thatch, with a gnarled walking staff gripped upright in one hand, like a king holding court. A wineflask was tied across his chest and a patchwork quilted mantle was thrown over his shoulders, somehow both shabby and majestic at once. He was the oldest among them, his face a thicket of iron-flecked whiskers and his brow webbed with creases - but he was still likely younger than he appeared.
Salvador is the former leader of the Mendigos of Ladroa, and is still often referred to as Ladroa's “King of Beggars" -- even though he has not been seen in the city for some time.
As the Beggar King, Salvador was a difficult man to characterize. While manifesting a paternalistic and severe manner when needed, to most, he was simply an irreverent trickster and a jolly drunk.
In reality, this was likely a smokescreen for his true nature - calculating, pragmatic, manipulative, and ultimately cold-blooded, such as when he conspired with the crimelord Nino Arriaga to have the 13-year-old Belasca De Cinza assassinated in order to divide up the old Grey Stripes territory.
It remains unclear whether his motivation in this case was some deep-seated resentment of the Mendigos' old oath to the Grey Stripes, or simple greed. When Salvador's duplicity was revealed by the Tyrson Company there was a falling out within Los Mendigos. Many of the younger Mendigos had been impressed by the words of the young De Cinza, and felt betrayed by their elder's secret schemes.

Salvador has demonstrated that he is resourceful, capable, and ruthless. Confronted with his treachery, the old rogue escaped a trap set by the Tyrson Company and severely wounded his lieutenant Riyad in the process.
After his expulsion from Los Mendigos, current whereabouts of Salvador are unknown. While the Mendigos are now even more closely aligned with the Grey Stripes, it is possible that some among them still bear sympathy for their former leader and have allowed him to remain in hiding.
He remains at large.
